This Codex-written PR sets up this repository for specification development, using the infrstructure added in OAI/build-infra#1 (which has now been merged). See documentation in that PR for details on how this works.
It replaces PR #1 here as it needs to be on a local branch (instead of a fork) to get the new CI to run on this PR. Subsequent PRs on forks will work as expected.
